Can the sheikh grant me ijaza to recite the Hizb ul Bahr? I know one does not necessarily require ijaza to read it, but I've heard, it is much more powerful if one has the ijaza.

How would I go about giving bayat to the sheikh in order for him to grant me such an ijaza? In fact, does anyone know of any other sheikh who is able to grant me such an ijaza?
